A | 부동산 문제는 대통령 임기 5년 만에 해결될 수 있는 사안이 아니다. 8·31 이후 ‘진보정권 10년’을 경험한 적도 없다. 노무현과 문재인과 이재명의 부동산 정책은 모두 ‘선한 의도’에서 출발했다. 그러나 정의로운 목적이 반드시 정의로운 결과로 돌아오진 않았다. 정치는 ‘가장 옳은 일’을 하는 게 아니라, ‘되도록’ 해야 한다. 서울 송파구 롯데월드타워 서울스카이에서 바라본 서울 도심 주택 단지 모습. 연합뉴스 권태호 2005년 8월31일, 노무현 정부는 종합부동산세(종부세) 강화를 골자로 한 ‘8·31 부동산 종합대책’을 발표했다. 당시 과천에 있던 재정경제부를 출입했다. 당일 기자회견에서 한덕수 부총리 겸 재정경제부 장관은 “부동산 투기는 이제 끝났다”고 말했다. 노무현 대통령은 “하늘이 두쪽 나도 부동산만은 잡겠다”고 했다. 과세 기준을 9억원에서 6억원으로 낮추고, 가구별 합산 과세를 도입해 다주택 보유세를 비약적으로 올렸다. 발표 다음날 조간신문 제목들이다. “세금폭탄”(조선일보), “다주택자 보유세 최대 3배 폭등”(중앙일보), “투기 잡다 시장 잡을라”(동아일보), “징벌적 과세”(매일경제). 지금도 쓰는 단어들이다. 당시 아침마다 이런 기사들을 보면서 화가 났다. ‘세금폭탄’ 예시로 든 사례들이 타워팰리스 100평짜리 아파트 등이었다. 아마도 ‘기사가 되게끔 하기 위해’ 정말 ‘폭탄스러운’ 사례를 끄집어내려 했기 때문일 것이다. 그런데 반대로 당시 국정브리핑 자료를 보면, 기준시가 9억2천만원 주택의 집주인이 내야 하는 종부세는 5만원(재산세 제외)이었다. 돌이켜보면, 엄청난 엄살이었다. 당시 청와대 참모진 사이에서는 “이 대책으로도 집값 못 잡으면 다 한강에 뛰어내려야 한다”며 전의를 불태웠다. 이후 이명박 ‘완화’-문재인 ‘강화’-윤석열 ‘완화’-이재명 ‘절충성 강화’가 지금까지 이어졌다. 노무현 정부는 종부세 대책을 내놓으면서 ‘헌법처럼 고치기 어려울 것’이라고 했다. 그러나 정권이 바뀌면, 종부세도, 양도세도 너무 쉽게 바뀌었다. 8·31 대책 당시 한나라당도 처음엔 대놓고 반대하지 못했다. 집값 폭등에 따른 서민들의 원성을 의식했기 때문이다. 한나라당은 8·31 당일, “한나라당의 부동산 대책을 상당 부분 수용한 것을 환영한다”고 했다. 이혜훈 제4정조위원장은 보유세에 대해 “1%까지 올리는 건 반대한다. 0.5%가 적당하다”고 했다. 당시 우리나라 주택 보유세율은 0.15%로 세계 최저수준이었다. 노무현 정부는 2017년까지 1%로 올리겠다고 했다. 그런데 지금도 0.15%다. 지금 국민의힘은 물론이고, 더불어민주당에서도 ‘0.5%가 적당하다’고 말하는 이를 찾기 힘들다. 우리 사회가 그간 얼마나 보수화된 것인가. 2005년 당시 종부세 대상은 서울 전체 가구의 8.5%(공시가격 6억원 이상)였는데, 이젠 13.5%(14억원 초과)다. 여기에 ‘종부세 안 내면서 종부세 걱정하는 층’까지 합하면, 우려 층은 더 늘어난다. 그리고 보수언론은 그때나 지금이나 ‘종부세 올리면 세입자 힘들어진다’며 없는 사람 걱정하고, 위기감을 증폭시킨다. 8·31 다음날 한겨레 1면 기사 소제목을 지금 보니, ‘전문가 “집값 잡힐 것”’이라고 되어 있다. 희망 섞인 제목이다. 2005년 ‘버블 세븐’(강남·서초·송파·목동·분당·평촌·용인)의 아파트 평당 가격은 1662만원, 평균 매매가는 6억3천만원가량이었다. 지금은 서울 아파트 평균 매매가격이 16억원, 평균 전세가격이 7억원이다. 우리나라 노동자 월평균 임금이 383만원이다. 지금 집이 없으면, 앞으로도 집을 살 수 없다. 부모가 서울에 집이 없으면, 나도 없다. 이미 서울은 ‘아파트 세습사회’다. 그러면 집을 이고 살든, 없이 살든 모두 불안하고 우울한 삶을 살 것이다. 근본적으로는 ‘지역균형발전’과 ‘수도 이전’이 해결책이 되겠지만, 당장 그것만 바라볼 순 없는 상황이다. 지난 21년간 얻은 교훈은, 조세정의와 집값 잡기는 분리해야 된다는 것, 그리고 종부세를 얼마나 올리느냐가 개혁이 아니라, 정권을 잃으면 개혁도 사라진다는 것이다. 부동산 문제는 대통령 임기 5년 만에 해결될 수 있는 사안이 아니다. 8·31 이후 ‘진보정권 10년’을 경험한 적도 없다. 노무현과 문재인과 이재명의 부동산 정책은 모두 ‘선한 의도’에서 출발했다. 그러나 정의로운 목적이 반드시 정의로운 결과로 돌아오진 않았다. 정치는 ‘가장 옳은 일’을 하는 게 아니라, ‘되도록’ 해야 한다. 가장 좋기는 여야 합의로, 이상과 현실의 중간 지점에서, 정권이 바뀌어도 변하지 않을 정책을, 꾸준히 한 방향으로 추진하는 것이다. 현 정치 상황에선 미션 임파서블이다. 어쨌든 오래가려면 ‘국민 합의’와 ‘점진’을 택할 수밖에 없다. 그렇게 하지 않으면, 지난 21년처럼 방향성이 시계추처럼 왔다 갔다 하게 된다. 정부가 갭투자 방지를 위해 내놓았던 ‘비거주 1주택자 중과세’에 대해, 민주당이 완화를 촉구했다. 집값 상승에 한몫한 갭투자를 사실상 용인하는 것이나 마찬가지다. 그럼에도 환영은 못 하지만, ‘어쩔 수 없이’ 수긍한다. 다만, ‘수단’과 ‘목적’이 뒤바뀌어선 안 된다. ‘정권 유지’는 수단이다. 목적은 ‘좋은 세상 만들기’다. 지금은 ‘과정’이다.。

Due to concerns about fueling tension with China and South Korea, Japanese Prime Minister Sanae Takaichi is considering refraining from visiting the notorious Yasukuni Shrine, a symbol of Japanese militarism and wartime aggression, to mark the anniversary of Japan's unconditional surrender in World War II (WWII) on Saturday, Japanese media outlet Kyodo quoted sources familiar with the matter as saying on Wednesday.
Chinese experts said even if Takaichi forgoes a visit to the notorious shrine, the potential decision is merely driven by political calculations and diplomatic maneuvering, and could not be interpreted as a shift in her right-wing stance or as a sign of remorse over Japan's wartime aggression.
Such a visit to the shrine by Takaichi, a conservative known for her hawkish foreign policies, would certainly fuel tensions with China and create a rift in relations with South Korea, two countries that suffered under Japan's wartime military atrocities, Kyodo News reported.
Takaichi regularly visited the shrine before, even while serving as a Cabinet minister. But she has not visited the shrine since becoming leader of the ruling Liberal Democratic Party and prime minister in October, according to Kyodo news.
Chief Cabinet Secretary Minoru Kihara said at a press conference on August 7, when asked about a possible visit by Takaichi to the shrine around the anniversary, that "it is a matter for the prime minister to decide appropriately on her own," according to Japan's Jiji Press.
A source close to Takaichi told the Jiji that, "I don't think the prime minister will visit Yasukuni Shrine. It would complicate relations with South Korea."
Japan's Asahi TV reported that Takaichi may forgo the visit because she believes it is necessary to avoid triggering diplomatic tensions with South Korea, as well as with China.
A visit to the notorious shrine by a sitting Japanese prime minister would be a serious political incident, as it would reflect the leader's attitude toward Japan's wartime aggression and broader historical issues. Even if Takaichi chooses not to visit the shrine, it would not signal a retreat from her right-wing stance or a change in her views of Japan's wartime aggression against other countries, Lü Chao, an expert on Korean Peninsula issues at the Liaoning Academy of Social Sciences, told the Global Times. Rather, he said, the decision would largely reflect political calculations and diplomatic maneuvering.
Lü added that Takaichi could still make other symbolic gestures on the anniversary to cater to Japan's right-wing forces, whose support helped propel her to power. Such a move, he said, would underscore that her views of Japan's wartime history remain unchanged and serve as a reminder to neighboring Asian countries to remain vigilant about Japan's political direction.
Reporting on Takaichi's possible decision to forgo a visit to the shrine, South Korean newspaper Chosun Ilbo said on Wednesday that Takaichi had regularly visited the Yasukuni Shrine. "In the Liberal Democratic Party leadership election held in October last year, Takaichi also said that if appointed prime minister, she would visit the Yasukuni Shrine, noting that such visits should not become a diplomatic issue." However, since then, Takaichi has not visited in person and has only dedicated offerings in a private capacity, per the report.
In April, after Takaichi sent a ritual offering to the notorious Yasukuni Shrine, Chinese foreign ministry spokesperson Guo Jiakun said that China firmly opposes and strongly condemns Japan's latest negative moves related to Yasukuni Shrine and has lodged strong representations and protests with the Japanese side.
The Yasukuni Shrine is a spiritual tool and symbol of Japanese militarists responsible for the war of aggression. It is in fact a shrine for war criminals, noted Guo.
No sitting prime minister has gone to Yasukuni since Japan's late leader Shinzo Abe did so in 2013, drawing strong criticism from neighboring Asian countries.
Beyond Takaichi herself, some Japanese politicians and lawmakers have kept visiting the Yasukuni Shrine, triggering fierce pushback from peace advocates in Japan and the international community, Liu Jiangyong, a professor at the Institute of International Studies of Tsinghua University, told the Global Times, noting that such visits not only reflect the long-standing right-wing stance of Takaichi and other conservative politicians on historical issues, but also lay bare Japan's enduring militarist remnants.
Also in April, members of the conservative solidarity association, a group of conservatives in Japan's Liberal Democratic Party, and 166 Sanseito lawmakers from the Diet and local assemblies visited the Yasukuni war shrine.
In response, Lin Jian, Chinese foreign ministry spokesperson said that China strongly deplores and condemns such acts.
"By visiting the Yasukuni war shrine that honors Japanese Class-A war criminals year after year, these Japanese politicians seek to reverse the just verdict on Japanese aggression, and hereby whitewash Japan's war crimes and revive militarism. The Chinese people and people elsewhere who suffered under Japanese aggression will never accept that, neither will anyone in the world who stand for peace. As Japanese neo-militarism keeps gaining strength, the international community must stay on high alert and stand ready to stamp it out before it could wreak havoc in the region," said Lin.
